COMMUNIQUE DE PRESSE - LUTTE CONTRE LA TORTURE : le Haut-Commissariat salue la ratification du Protocole facultatif se rapportant à la Convention contre la torture par le Ghana©

DAKAR : le Bureau régional du Haut-Commissariat des Nations Unies aux droits de l’homme (HCDH) salue la récente ratification par le Ghana du Protocole facultatif se rapportant à la Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants.

« Il s’agit d’une avancée majeure dans la lutte contre la torture et autres peines ou traitements cruels, inhumains ou dégradants dans la mesure où ce protocole prévoit dans ses dispositions la création d’un mécanisme national de prévention des pratiques interdites par ledit protocole, aussi, nous espérons que l’exemple ghanéen sera suivi par d’autres pays en Afrique et ailleurs dans le monde », a déclaré Andrea Ori, Chef du Bureau régional du HCDH à Dakar.

En vertu de l’article 28.2, le Protocole, ratifié le 23 septembre 2016 par le Ghana, entrera en vigueur dans ce pays 30 jours après la date de la ratification.

« J’encourage le Gouvernement ghanéen à diffuser le plus largement possible ce protocole, à prendre les mesures nécessaires à l’application de ses dispositions dans le droit interne et à assurer la formation des magistrats, avocats et auxiliaires de justice sur son contenu afin de garantir sa pleine application », a ajouté M. Ori.

DAKAR : the Regional Office of the United Nations High Commissioner FOR Human Rights (OHCHR) welcomes the recent ratification by Ghana of the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment.

"This is a major advance in the fight against torture and other cruel, inhuman or degrading treatments, to the extent that this protocol provides for the establishment of a national mechanism of prevention of the practices prohibited by that protocol, hence we hope that Ghana’s example will be followed by other countries in Africa and elsewhere in the world, "said Andrea Ori Head of OHCHR Regional Office in Dakar.

Under Article 28.2, the Protocol, ratified September 23, 2016 by Ghana, will come into force in the country 30 days after the date of ratification.

"I encourage the Government of Ghana to disseminate as widely as possible this protocol, to take the necessary measures to implement its provisions in domestic law and to provide training for judges, lawyers and court officers on its contents to ensure its full implementation, "added Mr. Ori.
